Poll: Should Every Town Create a Winter Shelter for the Homeless?

Cold weather is coming, but San Diego’s winter shelter is delayed, according to a KPBS report quoting Alpha Project CEO Bob McElroy: “We’re praying that we’ll be open by Thanksgiving. But right now it looks like we’re going to have to have a miracle to do that.”  In January, a local count of homeless found 5,300 people unsheltered in San Diego County.  Should all towns and cities find ways to help the homeless get a safe night’s rest? Should government take the lead or nonprofit groups and churches?
